Speech by Pritam Singh On OSRA

Mr Speaker, I support the amendments filed by Sengkang GRC MP He Ting Ru and further elaborated upon by NCMPs Andre Low and Eileen Chong, and agree that these amendments strengthen the Bill for victims, and better calibrate the significant powers Parliament is vesting in the Online Safety Commission. I have some queries that cover ten clauses in the Bill as tabled by the Government for second reading.

The Workers’ Party understands the motivation behind this Bill, and wishes to support it. But we have some reservations.Ms He Ting Ru has addressed the first question this Bill raises: Will it adequately protect victims? She has outlined how we can strengthen that protection, particularly for vulnerable victims. I support those amendments.

I believe that members of this House appreciate the growing concerns relating to online harms, and also the complex and evolving nature of these potential harms. From cyber-bullying, rise in hate speech to AI-Generated content, online exploitation, misinformation and gender-based violence, we are having to deal with a wide variety of harms which have the added threat of going viral.

Speech by Dennis Tan Lip Fong On Workplace Fairness (Dispute Resolution) Bill

Mr Deputy Speaker, in August 2016, at the Debate during the second reading of the Employment Claims Bill, I had said that employment claims disputes are often mired in the context of contending allegations of breaches of employment contract and unfair dismissal or discrimination could well be part of the factual matrix in some cases. I also suggested for one Tribunal to hear all types of labour disputes including employment claims and claims for unfair dismissal and discrimination. Today I am happy to support and welcome this Bill.

Mr Speaker, earlier this year, I spoke during the debate on the introduction of the Workplace Fairness Bill, where together with my fellow Workers’ Party MPs, we raised several proposals to strengthen the Bill, such as prohibiting indirect discrimination, plugging the gaps in terms of characteristics which are not currently protected, and legislating the right to request for reasonable accommodations, amongst others.
