MOH – Long Term Care

The Eldercare Fund was set up in the year 2000 to grow income to provide funding for nursing homes and other long term care providers.
The government has stated that the Eldercare Fund would not replace community support in this sector, and that community donations were vital in financing step-down care for those of low and lower-middle income. According to the MOH website write-up on Eldercare, VWOs “should continue to raise funds from the community and do their part in helping the needy and indigent patients foot their share of the charges using the donations raised.”

In this Budget, the government has set up the Community Silver Trust to provide matching donations for long term care providers.
While community giving must be encouraged and incentivized, my question is what role the government is playing to monitor and moderate the cost of long term care to the patient.
