Brief History
The Hougang Town Council was formed on 5 July 1990
under the Town Councils Act 1988, and it was first located
at Block 810 Hougang Central.
The building of the present Town Council office was
personally supervised by Mr Low instead of the HDB.
On 31 December 1991, soon after Mr Low's election as
MP, the office at Block 810 was served a termination
notice that would expire on 1 January 1992. At the same
time, HDB advised it was unable to complete the new
office by then for its administration to move in. Mr
Low then undertook the task of building the office,
completed in a record of 45 days and handed it over
to the HDB, which then rented it back to the Town Council.
