Mr Low was born in 1956. He is married and has three children.
With the help of a Tan Lark Sye scholarship, Mr Low graduated from Nanyang University in 1980, majoring in government and public administration and Chinese Language and Literature. Low then pursued an honours degree from the National University of Singapore.
After graduation in 1981, Mr Low became a teacher and taught in a secondary school for about 4 years. However, he felt that as a teacher, he was not able to do much to change the policies with which he disagreed with and thereafter left the profession. He is today a businessman in his own right.
Currently, Mr Low is also Secretary-general of the Workers' Party (WP) and has assumed the chairmanship of Hougang Town Council since the General Election in 1991 in which he was elected as the Member of Parliament (MP) for Hougang.
As MP, Mr Low stays in close touch with his residents by conducting weekly Meet the People Sessions, and can be seen gracing private functions held by residents, paying his last respects to the deceased at funeral wakes and being present to congratulate newly-weds at weddings held at void decks.
His principle in life is to act with a clear conscience, since in life one cannot please everybody but can only strive to do the best.

In view of the unlevelled playing field at the national stage and at constituency level, Mr Low and the WP needs helpers, volunteers and people who are willing to play their part in helping us build a strong and effective alternative grassroots mobilisation mechanism in Singapore.
Mr Low believes in leveraging the ground work done in Hougang constituency and to expand the Party's grassroots from Hougang and beyond. He urges sincere, committed and diligent Singaporeans to come forth to serve your fellow citizenry and country.
