COS 2015 Debate: MND – Parking at Blk 538 Bedok North Street 3 (MP Muhamad Faisal bin Abdul Manap)

By MP for Aljunied GRC, Muhamad Faisal bin Abdul Manap
[Delivered in Committee of Supply on 11 March 2015]

Mdm, CP B45, the carpark which serves both Block 537 and Block 539 and the neighbourhood centre at Block 538, Bedok North Street 3 is presently insufficient in meeting the traffic demands of residents and patrons in a high density location especially during peak hours in the mornings and early afternoons.

I have been receiving regular feedback from residents, representatives from the market association, business owners on the traffic issues at the aforementioned location. The shortage of parking space has directly affected local businesses and many patrons to the neighbourhood centre have received fines for illegally parking their vehicles. I have been informed that this issue has been a longstanding one and it was highlighted several times on different occasions to the previous members of parliament of Kaki Bukit division. The problem continues to persist today with no improvements works in sight.

I have written to the HDB Bedok branch office on three occasions, twice in the middle of 2013 and the third time towards the end of 2014 suggesting the construction of a multi-storey carpark to replace the existing heavy vehicle carpark, CP B46. The multi-storey carpark can come in the form of heavy vehicle parking facilities at the ground floor and normal parking lots above the ground floor, akin to the multi-storey carpark located at Block 848A, Yishun Street 81. This, I hope would be a win-win situation for the HDB in their administration of the site as well as for the residents, stallholders and patrons of the market and food centre. Additional carpark lots will also alleviate the parking issues faced by residents staying in the Block 544 to 547 Bedok North Street 3 cluster.
